December 11, 1935 to December 10, 2020
A native of West Virginia, Bill was born to parents who happily welcomed him. Bill Carrico was an
extraordinary individual who possessed talent, drive, and personal energy.
After graduation from Linsly Military Institute and West Virginia University with okay academic grades
and many entertaining stories he entered the Navy. He graduated from Navy Officer Training School as a
Battalion Commander much to his parents' surprise. Yea!!!
Following a stint in the military as an Admiral's attaché during the Cuban Missile Crisis, Bill worked in the
civilian world as a West Virginia State Parks Superintendent at the Carnifex Ferry Battlefield State Park.
Eventually though, he was recalled to the Navy.
As a Naval Aviator in Guam, he was attached to VR-1 (the 500 feet penetration Typhoon detection
squadron). This assignment entailed exceptionally low flying into extreme weather--very bumpy and
scarry. He also served three tours in Vietnam—not much else to say about the dangers there. Another of
his assignment was as the Commander of the Navy Officer Training School in Pensacola, Florida.
In 1976 Bill was stationed at Alameda Naval Air Station attached to VR-30 near San Francisco. This is
where "Bill met Judy".
Afterwards, Bill found his way to NAS Barbers Point, Hawaii where he served as Special Services Officer
in charge of all parks, recreation, military clubs, sports fields, rodeo facilities, religious facilities, special
events, and anything else you can think of. Wow was he a busy man!!
Then It was back to San Francisco. Where he became—to his horror—the NAS Alameda Police Chief.
After retiring from the Military in 1980, Bill worked as Commissioner of Urban Forestry for the City of
Cleveland, Parks and Recreation Director for the City of Winter Park, and Parks and Recreation Director
for the City of Lake Mary. This chapter of his life was filled with excitement and was truly a "tale of three
cities". Each municipality presented its own issues and challenges which he met with great success. He
genuinely enjoyed his work with the citizens of the cities and with his colleagues during this part of his
career.
Bill finally fully retired in 2012 to his Jeep, his boat, his pinball machine, and Ponce Inlet.
He was a true renaissance man--a man you could count on, trust, and a man with the exceptional ability
to make good things happen.
Bill is survived by his wife of 44 years, Judy, his Cousins Russell Bond and William Bond, and his Nephew
Brandon Dillion. Also survived by his Brother-In-Law Robert Johnson, Nieces-In-Law Stacey Sackaris and
Jennifer Mintz, and Nephew-In-Law Scott Johnson.
